Global AI Index 2025 – AI Adoption in Slovenia, the EU, and the World
It’s finally here – the Global AI Index 2025 (Tortoise Media & Observer). This is a global ranking of countries based on their levels of investment, innovation, and implementation of artificial intelligence, now in its sixth edition.
Key findings at a glance:
- In the overall ranking (based on three pillars: implementation, innovation, and investment), the US remains firmly in first place, with China in second. Singapore ranks third, standing out for its intensity and strategic investments. The UK is fourth, followed by South Korea in fifth and France in sixth.
- In addition to the UK and France at the top, leading European countries include Germany (9th), Switzerland (12th), and the Netherlands (13th), through to 20th place, along with Finland, Denmark, Sweden, and Norway; several EU countries score high in research and strategy, but a gap appears in the commercial ecosystem and computing infrastructure. Greece, which we specifically highlight in one of our posts as an exemplary case, is in 31st place.
And where does Slovenia stand?
Showing similar symptoms to other EU countries—a gap between theory and practice—it ranks 39th globally and 19th among European countries.

The Global AI Index 2024 and Global AI Index 2025 show that Slovenia is making progress, but currently at a slower pace than leading European nations.
